The federal 25C energy efficiency credit expired December 31, 2025 and has not been renewed. Three active programs remain — and they stack.
Federal 30% Geothermal Tax Credit (IRC Section 25D)
30% of total system cost (uncapped)

Summary
A dollar-for-dollar federal tax credit equal to 30% of your geothermal heat pump system cost, with no cap on the credit amount. The 30% rate is locked in through 2032, then steps down to 26% in 2033 and 22% in 2034.
Eligibility
Residential geothermal heat pump systems installed in owner-occupied primary or secondary residences from 2022 through 2032. Renters and commercial properties do not qualify.
NYS Clean Heat Rebate
$1,500-$2,500 per ton (varies by system type and efficiency tier)

Summary
NYS Clean Heat pays RG&E customers per ton of installed heat pump capacity. A 4-ton geothermal system typically yields $6,000-$10,000 in rebates. Air-source whole-home heat pump installs qualify for $3,000-$8,000 depending on system efficiency and load coverage. 4th Gen Mechanical is a participating contractor.
Eligibility
Monroe County residential customers of RG&E (Rochester Gas & Electric) replacing fossil fuel heating with qualifying cold-climate air-source heat pumps or geothermal (ground-source) systems. Must use a participating contractor. Restricted to 1-4 unit residential properties as of January 1, 2026.
NYSERDA EmPower+
Free or heavily-discounted heat pumps and insulation for qualifying households

Summary
NYSERDA EmPower+ provides free or heavily-discounted heat pumps, insulation, and air sealing for income-eligible Monroe County households. Households at 60% AMI or below may qualify for 100% coverage. Households between 60-80% AMI receive up to $6,000 toward upgrades. Can stack with NYS Clean Heat for additional savings.
Eligibility
Income-qualified Monroe County households at or below 80% of area median income (AMI). Households at or below 60% AMI may qualify for fully-funded upgrades. Renters and homeowners both eligible with landlord consent for rental unit upgrades.
